Governor Newsom Signs Key Legislation to Streamline Micro-Home Villages in California

SB 4, by Senator Scott Wiener, provides for the ministerial approval of housing on church, religious, nonprofits, and higher education institutional properties be able to build affordable homes on their land.  These housing projects will not be subject to a conditional use permit, or CEQA analysis if the housing project satisfies certain planning standards which can eliminate years of expensive red tape to the development process.

HomeAid believes that SB 4 could increase California’s affordable housing stock because religious and nonprofit institutions often have excess land available for development, usually in close proximity to community resources such as transit and job centers.
